I know you guys probably get a ton of these but Ive been looking for a while and cant find anything on how to expand the command point limit that helps me out. I just wanna change it so I can play on Skirmish mode is all. Ive changed game files with AOM before so I do have some experience just not with BFME2. I also have the Rise of the Witch King expansion if that makes a difference.

The file you're looking for is in gamedata.ini. Simply find the appropriate data, and edit it. This link will help.

You can change it in the game settings when you create a new skirmish game, right next to the Starting Resources, Allow Ring Hero and Allow Custom Hero buttons.
You don't need to change any files
Ps: If you want to force a command limit in a custom map you're building, you can always set it with the Player > CommandPoints script.

I move it all the way to 100x but it still wont let me go past 1000 command points... am I missing something here?

Well that's strange :O Try setting it to 2x instead and see if it changes anything.
And if it still doesn't work, changing the files is a bit harder because they are all packed within a single file, so you need to make a mod and other awkward stuff :S
